Erasmus Policy Statement - ECHE

[D1]

The Conservatory of Music "L. Perosi "is an institution of higher education located in the old town of the city of Campobasso, current capital city of the Molise Region. The Conservatory of Music, like the University of Molise, is the only institution which has been entrusted with the task of preserving and disseminating music knowledge in a region that holds many problems especially economic and social ones. Therefore, the opportunity of an international opening through the Erasmus programme has been considered of great importance for it has provided students with the opportunity to participate in the musical life of different realities and of greater vitality of the foreign partners with whom the Conservatory has reached numerous bilateral agreements. In particular, the Conservatory has preferred to enter into agreement with Colleges of Music such as the German Hochschule and the Spanish Conservatories. However, it has also considered the different types of Higher Education for Music mainly located in Eastern Europe and in emerging countries such as Turkey in which higher education is passed on to music academies and universities. An openness to other cultures has taken into account not only the teaching specifications, but also the cultural affinities that can be traced down with some evidence in many countries. In particular, relations with the Spanish institutions have been conducted taking into account the historical ties between Spain and Italy between the seventeenth and the eighteenth centuries. Campobasso was an important cultural city and well inserted in the circuit of the so-called Neapolitan school of opera which had already made a large-scale mobility of talented musicians who disseminated the artistic genre in every European theatre between the seventeenth and the eighteenth centuries. On the other hand, Molise has witnessed significant migration to Northern European countries during the twentieth century and therefore it was decided to retrace, in ways which are radically different, a journey that has marked the historical route of the region in the twentieth century. An important field that will allow the Conservatory to extend international relations significantly is the one of folk traditions. The Molise region holds an important role in the music of oral tradition. Thanks to the widespread diffusion of the instruments used to implement it, such as the bagpipes, the Conservatory may in the future establish relations with other European countries, like Scotland and Portugal, where such an instrument is present or other partners, such as England or Austria, where the Ethnomusicology has already begun a fruitful role of discovery and exploitation. In this first stage of the Erasmus project, the staff that has been involved was mainly the teaching staff proven by the continuous flow of teachers coming to the Conservatory of Music of Campobasso and the increasing number of departures to European institutes on behalf of internal teachers. In the future, the Conservatory "L. Perosi " is trying to promote in particular the involvement of students in the framework of Erasmus mobility. This is shown by the contacts that the Erasmus Coordinator has established with Italian and European partners for the development of two Intensive Programmes which will see the involvement mostly of students. One of these projects involves the establishment of an orchestra with ancient instruments through the constitution of a sort of instrumental laboratory in which teachers of the individual institutions train young musicians who will be able to take part of the various specialized European orchestras. In the future students returning from the mobility will be involved in tutoring foreigners who arrive in order to encourage the dissemination of the program. One of such initiatives is to organize an Erasmus day annually in cooperation with the University of Molise. So far the Conservatory has only activated channels of mobility dealing with teachers and students without activating the Placement mobility. With regards to this, the Institute has to direct its major efforts in the forthcoming years, conscious of the fact that through the placement there is a better integration of students socially and culturally within the host country that could allow the acquisition of working skills employable in the other European countries as well as within the home institution. Moreover, the Conservatory intends to focus in the implementation of joint academic qualifications with European partners who want to co-operate in this direction. In addition to encouraging co-operation with different institutions, such activities would also make a significant impact in the achievement of the principle of teaching integration which is the basis of the Erasmus project. Finally, the increased mobility of Staff (STT) will provide an opportunity for the development of organizational techniques of the Institute.

[D2]

As already mentioned above, the Conservatory of Music "L. Perosi " of Campobasso has only activated the Erasmus mobility for students and teachers so far. For the achievement of projects in the short and medium term to which we have referred to above, there should therefore be a greater effort in rethinking how to the facilities at the disposal of the Institute for their implementation. First of all there will be a significant increase in bilateral contacts with the European institutions which have shown an interest in the institute. This must be done using all the tools provided by the Erasmus Charter including the Erasmus placement, which provides the student with an important job opportunity within foreign institutions. At a later stage, what will follow is an increasing involvement of the Institute in the Intensive Programme that will allow a significant integration with European partners in projects in the medium and long term, that will yield to significant results internationally. The main support to the development of this strategy will be communicating through the Internet. The Conservatory in the last few years has been developing a series of plans which has brought to online courses in order to make them accessible to the international community. The project that bears the name of "Teaching through the web" has allowed teachers to widely diffuse the main techniques that the Institute has adopted in the teaching of instruments. The Conservatory is also preparing a series of degree courses through teleconferencing which can also be used for the dissemination of the contents of future projects, in particular those which will see the Conservatory co-operating with the other European or international partners. Finally, there will be an increase of involvement of the administration staff so that they may specialize and support future international projects.

[D3]

By participating in the Erasmus program, the Conservatory of Music "L. Perosi " of Campobasso has allowed graduates and researchers to reach a higher level of qualification thus enabling researchers to contribute to an increase in the quality of their research work within the European Community. From an educational point of view, this was made possible not only by comparing the various international proposals but also by acquiring new methodologies which were re-elaborated at home and immediately adopted when teaching at the home institution. Students’ mobility and transnational co-operation have proved to be essential for an increase of the overall quality of our institute. Although the Conservatory has not taken part in the Erasmus Placement, we are however convinced that a better quality of higher education combined with the increasing quality of research could lead to a further degree of development of regional expertise. In order to achieve the desired results, however, a further effort at European level is required which will mean a significant increase in the financial budget made available to the program in order to act as a driving force for the development of ambitious projects that the Program aims at.
